CESD Colloquium

Center for Ethics and Sustainable Development (CESD) is a non-governmental research organization that aims to contribute to sustainable development in Nigeria through research, advocacy and strategic communication.

At CESD we believe that sustainable infrastructure development is the foundation on which sustainable political and socio-economic development can be built. We have identified the existing infrastructure deficit in Nigeria and the pains of industry practitioners, regulatory and advisory bodies in the effort to bridge this gap. To this end we are organizing a Colloquium themed “Reshaping the Infrastructure Delivery Landscape for Sustainable Development in Nigeria” scheduled to take place in Lagos as follows:

Date: 22nd – 23rd November, 2016

Time: 8.30 am daily

Venue: Afe Babalola Auditorium, University of Lagos, Akoka Yaba, Lagos.

This interactive forum will bring together government and allied agencies, regulatory bodies, private sector organizations in infrastructure development, finance/investment, risk managers, utilities providers, sustainability experts, academia and civil society groups to analyze the social and adaptive factors responsible for Nigeria’s infrastructure deficit. We will be reviewing existing legal and regulatory frameworks and stakeholders’ engagement, as well as charting a road-map for sustainable infrastructure development in Nigeria that you can gain from.

Expected Outcomes include the following:

Charting a Roadmap and Action Plan for Sustainable Infrastructure development in Nigeria
Documenting an Integrated Co-created Policy Recommendation and Communiqué on key issues to Policy Makers and Executive arm of government
Production of an integrated and co-created Advocacy material for reform of legal and regulatory framework in infrastructure development

Preparation of a monitoring and evaluation template with which to benchmark infrastructure development activities going-forward.

Practitioners involved in infrastructure delivery – construction companies & their supply chain, urban planners, utilities providers, risk managers, Finance/investment companies, government and allied agencies, regulatory bodies, manufacturing industries, legal practitioners, sustainability professionals, academia, civil society groups and students in relevant disciplines.

Prof Neil Paulsen’s profile

Prof Neil Paulsen is the Director, Social Economic and Engagement Program (SEEP), University of Queensland. He is a senior lecturer at the University of Queensland Business school management cluster. Prof Paulsen leads many MBA student leadership training activities and is heavily engaged in the corporate executive leadership and management programs, including government programs.

He is also an authority on many aspects of Partnership concepts and practices including Public-Private Partnerships. He has over twenty years industry experience as a successful senior manager and consultant in public, private and community sector organizations. He has significant experience in facilitating organizational and group change and has worked in the community non-profit sector in Australia, India and Holland. He is a consultant in the areas of leadership development, team building, group dynamics and organizational change and development. He has developed and conducted advanced action learning leadership and management development programs.

Neil has received several awards which include the ANZAM Management Educator of the Year Award 2006 (sponsored by Pearson Education); the inaugural UQBS Corporate Education Award, 2009, the 2011 UQBS Industry Engagement Award; a 2013 UQ Award for Programs that Enhance Learning (APEL), for his role in developing the MBA program and in 2014 a National APEL award for the same program.

Professor Ife Kenny Adewumi, PhD

Professor Ife Kenny Adewumi, PhD, is a registered Civil Engineer, Professor of Water Resources and Environmental Engineering and Head of Civil Engineering Department, Niger Delta University, Bayelsa State, Nigeria.

Ife has over 25 years of consulting and teaching both undergraduate and postgraduate courses in the university. He has led various research that explore good engineering practice and science to encourage sustainable consumption and production with a view to reducing environmental impact. Most of his research publications have focused on developing local technology for municipal, agricultural/livestock and electronic wastes management through valorization.

Ife pioneered the Nigerian Chapter of the African Roundtable on Sustainable Consumption and Production (ARSCP) and has served in different capacities at the Regional level in the Executive Board of ARSCP including as President and Chairman of the Executive Board. He also served as Co-chairman on the Board of the African Eco-Labeling Mechanism, a body similarly created by African Ministerial Council on Environment (AMCEN) and recognized by UNEP and UNIDO for promotion of the 10YFP in Africa.

He is also President, Greener Environment and Materials Sustainability Initiative (GEMS) an NGO for promotion of resource efficient and cleaner production.

Vince Onyejeli

Vince Onyejeli is Associate Director & West Africa Market Lead, Infrastructure and Major Projects Advisory – KPMG Nigeria. He is responsible for Business Development, Infrastructure and Major Projects within KPMG in West Africa offering services to businesses and government in both countries along industry and service lines.

Onyejeli has over 22 years of experience in General Management, Project Management, Transaction Advisory, Bid Management, Financial Management, Contract and Risk Management, Engineering, Safety and Design Management. He also has significant experience in Public Private Partnership (PPP)/Private Finance Initiative (PFI) for transportation projects in the UK, Nigeria and sub-Sahara Africa.

Prior to joining KPMG Nigeria, he was the Technical Consultant on the Lagos Cable Car Transit Scheme. He has also served as PFI Investments General Manager at Babcock International Group Plc; Deputy General Manager at AMEC Project Investments Limited; Deputy Team Lead on 2^nd Niger Bridge PPP Project and MD/CEO at WAGA Project Solutions Limited.

He holds a Bachelor’s degree in Civil Engineering from the Enugu State University and a Master’s degree in Highway Management and Engineering from the University of Birmingham, UK. He is a member of the Chartered Institution of Highways and Transportation Engineers (MCIHT) in the UK.

Onyejeli is part of the Infrastructure Policy Commission of the Nigerian Economic Summit Group; a think-tank responsible for brainstorming and articulating key policies and institutional reforms necessary to upgrade Nigeria’s infrastructure base.

Biodun Otunola

Biodun Otunola is the founding Managing Director of Planet Projects Limited (PPL), a Public Transport development company, based in Nigeria with offices in Lagos, Abuja, Akure, Asaba, Lokoja, and Port Harcourt. The company provides services across Bus, BRT, Rail, Water Transport, and Traffic Engineering over the entire value chain including Studies, Planning, Engineering Design, Construction and Operation and Management (O&M).

‘Biodun is an experienced engineer, planner and project manager who has passion for solving problems and deploying creative solutions. He has over 18 years of experience through PPL in the delivery of a number of large scale infrastructure and public transport projects in Nigeria including the Lagos BRT (the first BRT in Africa), Ogun Light Rail Project, Eko Atlantic City Project, Lagos Transport Master Plan, Lekki Port Project, Lokoja Bus Terminals, Akure Urban Renewal Projects, Enerhen Junction Improvement Works (JIW), among many other. PPL is currently carrying out one of the most ambitious Bus Terminal Projects in Africa to transform Oshodi to a Mega-Bus and Iconic Terminal. In recognition of the achievement of Planet Projects work in public Transport in Africa, the firm was given the award of the best company in Integrated Mobility in Africa by the International Association of Public Transport (UITP), – at the 60th Congress of the association held in Geneva, Switzerland, in May, 2013. UITP is the largest association of Public Transport Professional and operators in the world with over 1,000 members in 96 countries.

He has attended courses and studied the transport system of cities around the world including London, Belgium, Oslo, Paris, New York, Istanbul etc.

‘Biodun possesses strong business and leadership skills and has a deep understanding of the Transport and business industry in Nigeria, Africa and beyond. He also has interests in business and has attended courses in business and finance including “Developing Business Ventures” and ‘Oil and Gas Business Opportunities’, courses at the Lagos Business School and “Project and Infrastructure Finance” at the London Business School. He’s an avid reader that believes in the power of knowledge. He has a very rich library at home and excellent book collection in his office. He loves creative and problem solving approach to Entrepreneurship and has taken advantage of business opportunities in the Real Estate industry.

‘Biodun has MSc. in Naval Architecture at Chalmers University of Technology, Goteborg, Sweden, (2003) and BSc. Civil Engineering, Obafemi Awolowo University, Ile-Ife, (1997/98). He was the best graduating student in Civil Engineering in 1997/98. He is also a member of International Association of Public Transport (UITP), American Society of Naval Engineers [ASNE] and an Associate Member of the American Society of Civil Engineers [ASCE].

Dr. Ijeoma Nwagwu

Dr. Ijeoma Nwagwu earned her doctorate in Law (S.J.D) and Masters in Law (L.L.M) degrees from Harvard Law School and was awarded the Landon H. Gammon prize for academic excellence.

Ijeoma worked as legal counsel for the Civil Liberties Organization (CLO), taught International Trade Law and Human Rights at St. Mary’s University College, London, and worked on the World Bank Assisted Science and Technology Education Post-Basic (STEP-B) project in Nigeria. She conducted research trainings for the Council for the Development of Social Science Research in Africa (CODESRIA) in Senegal. She currently manages the First Bank Sustainability Centre, Lagos Business School.

Dr (Mrs) Olajumoke M. Akiode

Dr (Mrs) Olajumoke M. Akiode is the founder and Executive Director, Center for Ethics and Sustainable Development, a non-governmental, non-profit research organization. Olajumoke is a professional researcher with cross-cutting experience spanning over 12 years in applied ethics and socio-political philosophy, development, public policy analysis, project coordination, monitoring and evaluation. She is passionate about sustainability issues in governance (both public and private sectors), development, GESI Initiatives and Public-Private Partnerships (PPP).

Olajumoke holds a Certificate in Public- Private Infrastructure Partnership (PPIP) from the University of Queensland, Brisbane Australia. She also holds a Doctor of Philosophy (PhD) degree in Applied Ethics from the University of Lagos. She is a member of the Nigerian Economic Summit Group (NESG)’s Infrastructure Policy Commission, a think tank that offers a platform for connecting evidence-based research output with policy so as to aid institutional reforms and sustainable infrastructure development in Nigeria.

Olajumoke worked as a researcher the Center for Public Policy Alternatives and was a Graduate Research Fellow at the University of Lagos. She has an outstanding track record of excellence in both career and academic endeavours. Her commitment to social change and justice is built on an ethical personalism ideology. In the last thirteen years, she has been passionately engaged in women empowerment, and has developed the WEAF initiative which is devoted to women empowerment and advancement
